Job Description The Chief Internal Auditing Officer, directs, conducts and/or manages independent appraisal activities of System's financial and operating controls. Working with other System leaders, identifies and evaluates high risk areas associated with the System's operations and designs and recommends process improvement initiatives to mitigate risks. Assess the System's internal control framework for compliance with NYC Health
Hospitals policies and established auditing standards. The responsibilities of the Chief Internal Auditing Officer includes, but are not limited to, the following:
Leads, organizes, directs and coordinates System-wide internal audit activities, including, in collaboration with system leaders, scoping, risk assessment, planning, execution and reporting. Implements action plans and provides strategic guidance related to risk assessment outcomes, annual planning, audit execution, audit reporting and audit technology. Manages a team of internal auditors and directs them in conducting operational and financial audits, as well as situational reviews requested by management. Creates and regularly updates the Audit Process used by audit personnel during the course of their audits. Provides direction and recommends strategic auditing projects that can identify or avoid fraud. Acts as a liaison between NYC H+H and external auditors and oversight agencies. Develops and manages budget and staffing plans for the department. Coordinates with Chief Corporate Compliance Officer and other senior System leaders in the development of Enterprise Risk Assessments; prepares a risk-based Annual Internal Audit Plan; presents all internal audit reports to executive management and the Audit Committee highlighting the audit findings and recommendations for improvement. Manage and oversee audit vendors and determine appropriate staffing mix for audit projects. Maintains expert knowledge of law, regulations, orders and best practices as they apply to the audit function. All other tasks as assigned by the SVP for Legal Affairs & Labor Relations or their delegate. Minimum Qualifications 1. Master's degree from an accredited college or university in Accounting, Finance, Business Administration or a related field of study; and six (6) years of satisfactory responsible-level experience in finance, internal auditing and/or public accounting, or health care operations, of which at least four (4) years shall have been in internal auditing and/or public accounting, and of which at least three (3) years shall have been in a supervisory capacity; or 2. Baccalaureate degree from an accredited college or university in disciplines, as listed in #1 above; and eight (8) years of satisfactory responsible-level experience, as described in #1 above, of which at least six (6) years shall have been in internal auditing and/or public accounting, and of which at least four (4) years shall have been in a supervisory capacity; and 3. Valid professional certification as a Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Public Accountant (CPA) or other relevant certification. Department Preferences Operational and/or auditing experience in health care entity. Excellent interpersonal, analytical, and oral and written communication skills.
Salary Range:
$225K -- $250K
Minimum Qualification
Auditing & Compliance, AccountingEstimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
