Senior Voting Rights Analyst, Civil Rights Bureau - NYC (CRI/VRS_NYC_SVRA_6280)

The Office of the New York State Attorney General (OAG) is seeking a dedicated candidate with experience and/or interest in voting rights for the position of Senior Voting Rights Analyst (SVRA) in the Voting Rights Section (VRS). The VRS is a recently-established Section within the OAG's Civil Rights Bureau. The Section is charged with, among other things, enforcing the newly-enacted New York Voting Rights Act, one of the strongest state voting rights laws in the country, including implementing the first-ever state preclearance program. More generally, the Civil Rights Bureau enforces federal, state, and local laws that protect New Yorkers from discrimination on the basis of a protected class, including race, color, national origin, ethnicity, gender, gender identity, religion, age, marital status, sexual orientation, military status, source of income, or disability. The Bureau investigates and civilly prosecutes alleged patterns of unlawful discrimination in a variety of arenas, including employment, housing, education, criminal justice, voting, lending, places of public accommodation, and hate crimes. In addition to litigation, the Bureau engages in significant community outreach and public education and other advocacy efforts. The SVRA will help manage a team of Analysts located around New York State, and will partner with VRS attorneys to support preclearance reviews, affirmative investigations and litigation and policy analysis projects. The SVRA position will be located in New York City and will report to the Voting Rights Section Chief. The duties of the SVRA will include but are not limited to the following:
Investigative & Legal Support Functions o Supervising a team of Analysts located around the state, including providing coaching, guidance and managing performance issues as needed; o Developing and implementing trainings and protocols to promote a consistent and effective approach to the work; o Collecting and analyzing complex facts and data on an expedited timeline to assess impacts to voters and their communities; o Assisting with the intake of information from various channels including complaints, tips, referrals, independent research and news and social media; o Completing field work, including canvassing for witnesses, scheduling and conducting witness interviews and traveling to where misconduct may have occurred to obtain evidence; o Working collaboratively with VRS attorneys, data scientists, third-party experts and other partners; o Managing a caseload of active investigations, both independently and in coordination with VRS attorneys; o Creating and maintaining databases and constructing complex database queries; o Developing, reviewing and editing investigative plans and reports; o Discussing findings and recommendations with the Voting Rights Section Chief and VRS attorneys; o Processing documents to be turned over during discovery or in response to Freedom of Information Law (FOIL) requests and preparing demonstrative exhibits. Policy Analysis, Stakeholder Support & Public Education Functions o Independently prepare responses to inquiries from a variety of stakeholders, including state and local government officials and community organizations regarding the New York Voting Rights Act and the OAG's voting rights work generally; o Fostering productive relationships with community organizations, public officials, state and local agencies and other stakeholders; o Attending and coordinating meetings, visits and other outreach events; o Preparing fact sheets, talking points, educational resources, presentations and other materials; o Remaining current on local and national news and state and federal legislation relating to voting rights and racial justice, including flagging emerging trends and issues for VRS staff; o Coordinating, as needed, with the OAG's Press Office, Intergovernmental Affairs and Policy & Legislative teams to provide information and support for related priorities, initiatives and outreach strategies.

Salary Range:
From $84073 to $84073 Annually
Minimum Qualification
Qualifications for the SVRA position include the following:
o A bachelor's degree is required; o Through either work experience or course study, applicants must be familiar with public policy, racial justice and/or voting rights; o Knowledge of database concepts and proficiency at maintaining and querying databases; o Excellent research, analytic, organization, communication (verbal and written) and presentation skills; o Entrepreneurial, proactive and self-directed with effective time management skills; o Adept at learning and assimilating new and complex information; o Availability for regular travel in New York State, a valid New York State Driver's License and the ability to operate a motor vehicle are required; and an o Ability to communicate and collaborate effectively with all levels of OAG staff and external partners/stakeholders. Preferred Qualifications for the SVRA position include the following:
o Strong technology skills, including using MS Access and Excel to manage large data sets, proficiency with Westlaw, Lexis/Nexis or similar research databases, conducting strategic internet searches and preserving webpages and using presentation software such as PowerPoint; o Prior work experience in New York government or state or federal courts; o A connection to the organizations and coalitions currently working on voting rights and civil rights-related issues; o Data visualization and data analytic skills; o Prior experience using e-discovery platforms; and o Proficiency in languages other than English.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
