JOB SUMMARY Enterprise Compliance has many responsibilities related to managing the bank s risk to ensure adherence with compliance requirements. One of the main responsibilities is to manage emergent risk by providing continued leadership and implementation of an enterprise-wide compliance culture by supporting and enforcing the bank s established Compliance Management Program (CMP) to ensure compliance with all applicable Federal, State and Government Sponsored Entities, etc. laws, rules, and regulations. This role supports the Head of the Enterprise Compliance Risk Assessment (ECRA) and the ECRA process for Flagstar bank and its affiliates, working with stakeholders in Legal, Enterprise Compliance, Enterprise Risk, Regulatory Compliance Advisors, subject matter experts, as well as Business Unit partners throughout the company. This position is responsible for providing subject matter expertise around the maintenance of the bank s inventory of Laws, Rules, and Regulations (LRRs), and is responsible for the oversight of the centralized Regulatory Change Management (RCM) program and associated emerging regulatory risk identification and horizon scanning activities. Key areas of focus include reviewing and supporting regulatory change data feeds, overseeing the RCM workflow process, interfacing with Legal Department stakeholders, and providing oversight over the production of regulatory change alerts and emerging risk digests for a broad internal audience of business and compliance stakeholders. The role requires regular collaboration with internal and external stakeholders, including Legal, Enterprise Risk Management, Information Technology, data feed vendors, and downstream consumers of the RCM process. This position will be an integral part of ensuring an effective Compliance Management Program is in place by providing technical support within the Department and will be an integral part of the company s overall risk management strategy. Pay Range:
$140,621.69 - $186,323.47 - $215,000.00

JOB RESPONSIBILITIES

  • RCM development and maintenance
    • Manage the RCM Team in the oversight of the RCM program, ensuring timely processing of regulatory change alerts and impact assessments
    • Engage with stakeholders, including Compliance Advisory and regulatory SMEs and Legal partners, on the completion of RCM Impact Assessments, ensuring outstanding impact assessments are completed in a timely manner and enterprise change management protocols are followed for major changes in laws, rules, and regulations
    • Work with internal Governance, Risk & Compliance (GRC) teams and consultants on the development and maintenance enhancement of the regulatory change workflows
    • Provide thought leadership with senior management on the overall program design and implementation, identifying process enhancements, incorporating feedback from internal and external stakeholders
    • Socialize key regulatory change events through board and management reporting, as well as centralized program communications such as Reg Change digests or other centralized announcements
  • Emerging Regulatory Risk oversight
    • Review industry enforcement actions and major peer events for potential impacts on the bank
    • Manage the Guidance Assessment analyst in the execution of impact assessments in collaboration with internal compliance and business stakeholders
    • Synthesize complex industry and regulatory events for an internal audience to aid in the understanding of potential internal risk exposures
    • Enhance the Guidance Assessment process to align with Regulatory Change and Compliance Risk Assessment programs
  • Regulatory Inventory frameworks administration
    • Assist in the expansion and maintenance of the regulatory inventory, including collaboration with Legal stakeholders on identifying and summarizing regulatory obligations for a business audience
    • Work with the ECRA head and compliance advisory stakeholders on the management of the compliance risk taxonomy to aid in the effective categorization and rationalization of the LRR inventory
    • Liaise with internal technology and support functions to facilitate the ongoing integration and maintenance of the LRR inventory within the strategic Archer-based GRC system
    • Work with the Legal department and outside counsel on the development of additions to the LRR inventory as needed

  • Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.

JOB REQUIREMENTS

Required
Qualifications:

  • Education level required:
    Undergraduate Degree (4 years or equivalent) in risk management, finance, journalism, law, or a related field.
  • Minimum experience required:
    Choose an item. 10
    years in risk management, compliance, or financial/banking law, supporting regulatory oversight and related compliance functions within the banking industry.
  • Extensive experience with GRC platforms and workflow, including development, administration, report designs, and enhancements.

Job Competencies:

  • Extensive knowledge of federal and state bank compliance laws, rules and regulations.
  • Proven track record overseeing Regulatory Change Management or similar centralized emerging risk programs within large organizations, preferably in the banking or financial services sector.
  • Ability to distill and synthesize complex regulatory obligations and events for a broad audience of 1st line of defense and 2nd line of defense stakeholders.
  • Exceptional writing skills with a focus on delivering succinct, polished communication to a variety of information consumers.
  • Team management skills to ensure effective team utilization and alignment to program requirements and project milestones.
  • Strong analytical and problem-solving skills, with the ability to analyze complex issues, develop innovative solutions, and make data-driven decisions.
  • Excellent communication, collaboration, and interpersonal skills, with the ability to influence and engage with senior management and stakeholders of all levels through training, workshops, or other ongoing support processes.
  • Process optimization and efficiency enhancement capabilities for effective risk management.
  • Occasional domestic travel required to Flagstar locations including Long Island, NY, Troy, MI, and other locations throughout the U.S.

Estimated Salary: $20 to $28 per hour based on qualifications.
