Safety & Occupational Health Specialist - Term Appointment

NOTE:
This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. The major duties include but are not limited to:
Conducts building and grounds surveys on periodic and regular basis to detect code violations, hazards, and incorrect work practices and procedures for renovations and other construction; Plans, implements, and coordinates a program to reduce or eliminate occupational injuries, illnesses, deaths and financial losses; Serves as a consultant and resource person to all medical center personnel and contractors; Develops and recommends new procedures and approaches to safety and loss prevention based on reports of incidents, accidents and other data gathered from hospital personnel; Inspect facilities for violation of safety, occupational health and fire regulations and conditions contributing to serious life and safety hazards; Prepares reports outlining findings, recommends corrective action and conducts follow-up inspections; Develops, conducts and reviews safety training for hospital staff and employees and devises methods to measure and evaluate the effectiveness of such training using established goals; Manages the fire prevention program with regards to product safety checks, uses of appliances within commercial buildings, fire sprinkler placement and alarms system coverage; Complies, analyzes, and interprets statistical data related to exposure factors concerning occupational illnesses and accidents; Maintains administrative control of records related to safety and health program; Participates in activities of related professional organizations to update knowledge of safety program developments; and, Performs all other duties as assigned. Experience:
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Safety & Occupational Health Specialist, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes:
Managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Successful completion of two and one-half (2 1/2) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The Major study must be -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines:
safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Safety & Occupational Health Specialist position. NOTE:

Equivalent combination of successfully completed graduate level education (beyond the first year and one-half) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Safety & Occupational Health Specialist position. NOTE:

A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
