Director of Engineering
Job DescriptionDirector of Engineering
Summary:
Reporting to the Executive Management team, the Director of Engineering will direct and oversee all engineering, design, construction and maintenance activities.
The Director of Engineering will also provide strategic engineering leadership and direction in support of the continued capital improvement and maintenance of Roosevelt Island by performing the duties listed below.
DUTIES:
Provide leadership and direction for the development and execution of maintenance and construction projectsMaintain internal communication with engineering management and project teams; and provide updates to Executive Management on status of project developments, timing and budget expenditures.
Collaborate with management to address employee-relations issues; conduct and review performance appraisals; determine promotional and merit increases; develop progression & succession plans; identify and initiate training and development requirements to maintain the core technical competencies of engineering, design and quality functions.
Select or participate in the selection of new employees; ensure appropriate introductions and job objective communications.
Ensure engineering functions follow company employment policies; adhere to standard purchasing procedures; comply with Occupational Safety and Health Administration (OSHA) regulations; etc.
Ensure that maintenance and operation of the equipment, systems, and processes for the overall facility meet compliance standards of all external regulatory agencies, to include DEC, DEP, OSHA, EPA, and all other applicable regulations.
Review construction plans and procedures periodically and institute changes if necessary.
Develop detailed construction plans and schedules.
Coordinate with other groups on the effective deployment of resources.
Monitor and assure contractor performance, quality, and onsite conduct.
Provide guidance to and support the completion of preliminary engineering, detailed specifications, and construction and supply contracts for all committed projects.
Provide feedback to engineering on lessons learned in the field.
Lead the development of construction schedules, while maintaining and controlling contractor's construction progress within each project's contract requirements, budgets and timeline; responsible for making sure corrective actions are taken to mitigate the effects of variances on schedule and budget.
Effectively manage any disputes.
Monitor the delivery of material and equipment required for projects; ensure corrective action is taken if deliveries do not meet schedule requirements; ensure material received is free of damage and defects.
Manage an invoice approval process for work performed in the field.
Direct the execution of construction contractor's work in accordance with approved contracts and ensure strict compliance to contracts.
Create and nourish effective relationships with engineers, contractors and suppliers.
Forge an effective, efficient, and motivated Construction Team.
Develop a basic plan for executing and controlling the onsite logistics and construction scopes of work for the projects.
Support the preparation of the RFP process for contractors and equipment suppliers.
Review and maintain a system for decision-making within the construction and Team whereby decisions are made at the proper level.
Foster and develop a spirit of Team effort; maintain effective communications with all Team members.
Review project activities for conformity to all Code and Standard provisions.
Coordinate the General Contractors' RFP and bid review processes in partnership with the Procurement Manager.
Manage the bid qualification and general contractor selection process.
Oversee and coordinate with the appropriate authorities, ensuring at all times that required local, State and Federal construction and environmental permits and consents are obtained and maintained in good standing.
Develop and maintain historic data and templates to archive actual costs, and to coordinate the initial capital budgeting process.
Monitor and manage costs throughout each project.
Review, verify and approve all related change orders, payment applications and invoices.
Develop and manage operating and capital budgets.
EXPERIENCE AND EDUCATION REQUIREMENTS:
Twelve years of construction and engineering/architectural experienceKnowledge of facilities management and mechanical equipmentKnowledge of public sector procurement process and contracting requirementsMinimum of 8 years of managerial or supervisory experienceBachelor's Degree in Architecture or EngineeringSALARY RANGE:
