Marine Surveyor
At the full performance level, the Marine Surveyor:
Serves as the Contracting Officer's Representative (COR) or Assistant Contracting Officer's Representative (ACOR), for Ship Managers Contracts and General Agency Agreements (AA's) in accordance with the terms and conditions delegated by the Point of Contact to Authorized Contracting Officer (PCO/ACO) in a Letter of Assignment. Possesses and maintains currency in all matters concerning marine surveying, engineering, and related technological developments in the maritime industry. Reviews input from Ship Manager/General Agents on repair cost estimates, vessel repair specifications, and Activation / operations/lay-up cost estimates. Determines the scope of work orders and monitors their execution, determines quality of service/products delivered under contract, monitors contract technical compliance, and receives and accepts contract/agreement deliverables. Witnesses all technical tests and inspections required by USGC/ABS; demonstrations to prove repairs and all Phase M Maintenance procedures. Prepares maintenance and repair costs estimates in order to budget and allot funds appropriate for Maritime Academy State Training ships if assigned. Prepares original specifications, assists the Contracting Officer to prepare the repair or upgrade contract solicitation and responds to technical inquiries. Acts as MARAD Port Engineer in the field. The ideal candidate is a senior level individual with experience in the management of ship operations, repair, conversion, and industrial projects for assigned ship and/or projects. To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience maintaining and repairing ocean-going vessels, surveying and inspecting such vessels for the purpose of classification appraisal, determinations of general conditions, and fitness for operations. Experience in commercial marine surveying, shipboard engineering officer services, or shipyard management such as providing guidance on maintenance and repair functions, policy and procedures, compliance with regulatory requirements, instructions, and standards governing the conduct of conditions surveys, inspections, dry dockings, doc trials, and sea trials.
