Background/IRC
Summary:
The IRCs Emergency Preparedness and Response Unit (EPRU) leads or oversees IRCs global emergency preparedness and response activities.
The mission of the EPRU is to help meet the immediate survival needs and reduce suffering in conflict or disaster affected populations during the acute phase of an emergency.
The EPRU also works in protracted emergencies, where the risk to life may be reduced but the population is still subjected to rights abuses and a lack of basic services.
While the IRC's fulltime Emergency Response Team (ERT) is a standing team of specialized professionals ready to deploy to an emergency within 72 hours, the ERT is supplemented by personnel drawn from the IRCs Emergency Internal and External Rosters.
Job Overview/
Summary:
External Emergency Roster Staff are deployed to support either existing country programs in their emergency response, or to initiate a new program in the crisis zone.
The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC's on-site humanitarian response to meet the immediate needs of the affected population.
Response personnel are also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.
The Emergency Cash Coordinator will work under the direction of IRC's Emergency Field Director or designated country emergency lead to comprehensively support Emergency Response Teams in the assessment, design, and implementation of high quality cash and voucher programs.

The Emergency Cash Coordinator will support other IRC sector teams to incorporate cash and voucher approaches into their programming.
The position will also play a critical role in enhancing operations of cash and voucher programs by strengthening practice and procedure between IRC's program, finance and supply chain teams.
French and/or Spanish proficiency is required.
Major
Responsibilities:
Be prepared to be deployed within 72 hours;Assist in the assessment, design, implementation and monitoring of cash and voucher programs.
The position is expected to be heavily involved in supporting program delivery, assisting country teams in trouble-shooting implementation challenges, and using monitoring data to improve program designs;Undertake, when necessary, feasibility assessments for cash or voucher programming, including leading field-level data collection and analysis for market, risk, or payment mechanism assessments, and use that information to support appropriate program design;Advise and assist in designing new programs, including identifying business development opportunities, supporting the conceptualization/design of program activities, drafting or providing substantial input into technical proposals, concept notes, and budgets for international donors, and responding to any requests for additional information as needed.
;Manage grant/program implementation including staff recruitment and training, workplan development, procurement and inventory planning, and budget management;Prepare high quality and timely donor and management reports on grants and sector activities;Ensure compliance with IRC policy and procedures throughout the program team and activities;Support the development, adaptation and standardization (if appropriate) of operating procedures for cash and voucher implementation, and support linkages with regional finance and supply chain teams to deliver high quality programming.
Develop tools, resources and program guidance materials as needed in order to support assessments, program implementation or monitoring efforts, including cross-sectoral collaboration around CTPs, in close conjunction with program staff and regional M&E and ICT Coordinators;Develop and implement a capacity building plan to ensure all program, finance and supply chain staff involved in cash and voucher programming have appropriate knowledge and skills related to market-based programming;Support the design, development, piloting and roll-out of measurement and data management systems in close collaboration with monitoring and evaluation and ICT staff at both regional and country levels, to ensure harmonized M&E approaches and efficient data collection and management systems are in place;Represent and coordinate with other agencies, local government, donors and other stakeholders to promote deliver of best practice humanitarian assistance;Support media and communications activities as requested by the ERT Field Director/CD/in-county emergency lead.
Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program monitoring data and staff performance information;Support cash and voucher research initiatives lead by country teams and/or regional research/advocacy positions.

3-5 years of work experience in the humanitarian or development sector with progressive management and decision-making responsibility, including 2-3 years of international experience implementing cash and/or voucher activities.
Experience working in diverse emergency, recovery post-conflict or development contexts preferred.
Education:
Undergraduate degree, in nutrition, food security, agriculture, logistics or related field and technical accreditation or equivalent.
Ability to commit to deployment within 72 hours of notification of assignment for a minimum of 6 and up to 12 weeksDemonstrated skills in effectively managing and building programs and/or operations in high-pressure, fluid environments.
Leadership and team management skills are essential.
Prior success managing in an emergency environment and/or start-up environment as part of a multinational teamExcellent capability to represent the IRC in forums in emergency settings and excellent communication skills including the ability to deliver presentations to professional, lay and donor audiences;Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports;Effective people and program management skills in acute emergency contexts:
